Plusieurs dizaines des Leaders communautaires se sont réunis durant deux jours dans la ville de Beni à l’Est de la République Démocratique du Congo. C’est dans un atelier d’identification des enjeux conflictuels prioritaires de l’Ituri et au Grand Nord de la Province du Nord-Kivu. Parmi les grands enjeux figurent notamment la problématique liée aux différents conflits et l’activisme des groupes et milices armés dans cette région.
Lors du lancement mercredi 24 aout 2022 du projet de Soutien à la Médiation pour la Résilience et la Paix dans ces deux des provinces, certaines pistes comme la médiation et le dialogue ont été pris comme approche efficace pour endiguer certains problèmes au sein de la communauté.
Pour le jeudi 25 aout, il a été question d’identifier les axes prioritaires pouvant mettre fin à ce conflit.
L’occasion pour le représentant du Programme de désarmements Démobilisation, réinsertion communautaire et Stabilisation P-DDRCS ,de revenir sur l’implication de son programme dans la réussite de ce projet.
« Les groupes et Milices armées constituent l’un des conflits majeurs qui endeuillent des milliers des populations. En outre leurs intégrations pour les uns et démobilisation pour les autres est une condition relevant d’un certains nombres de critère établis par les autorités congolaises conformément aux lois du Pays » a laissé entendre le Professeur Docteur Louis AKILIMALI.
Il s’est ouvert à Beni, Nord-Kivu, un atelier de présentation officielle du projet et identification des enjeux conflictuels prioritaires dans la province d’Ituri et au Grand Nord-Kivu, mercredi le 24 août 2022. Des autorités locales, activistes de la société civile et d’autres organisations se sont réunis dans la salle de l’hôtel Okapi Palace de Beni pour le fait.
D’après Charment Wandambi, chef de ce Projet au sein de Pole Institute, après ces assises s’en suivra la mise en place des comités de pilotage, des acteurs et d’autres groupes pouvant mener une série de méditations, facteurs essentiels dans sa mise en œuvre. Ceci pour se rassurer de résultats attendus durant une période de 18 mois.
Participant aux travaux de présentation du projet, Maître Éric Kitambala, président de l’association des communautés locales en ville et territoire de Beni, souhaite que l’aspect judiciaire soit intégré dans le projet, pour qu’au-delà du dialogue, les personnes ayant été identifiés comme responsables des conflits soient sanctionnés par la justice. Il craint que l’identification des conflits soit elle-même origine d’autres problèmes. Il souhaite que les conflits une fois listés soient traités et disparaissent une fois pour toute.
Pour sa part Jacquie Kinawa, coordonnatrice d’une structure féminine dans la région de Beni, le projet arrive au point nommé car la zone concernée est déchirée par des conflits multiformes, nécessitant une médiation rigoureuse. Elle espère à la fin des différents problèmes que les femmes soient effectivement impliquées.
Signalons que ce projet est exécuté par Interpeace, Pole Institut, APC en partenariat avec le gouvernement Congolais, sous le financement de l’Union Européenne.
