Dans le territoire de Beni, certaines Ong Internationales sont prises par leurs propres pièges lors de l’identification des déplacés des guerres fouillant l’activisme des ADF. La main noire des certains agents démasquée
Dans certaines circonstances, le même personnel d’ONG humanitaires est accusé de conditionner l’enregistrement par une promesse du bénéficiaire qui accepte malgré lui de rembourser une partie de l’assistance dès sa réception. Même si l’Ong citée dans cette affaire tente de se dédouaner, certains faits n’ont pas réussi à innocenter quelques agents.
« Nous n’avons reçu aucune plainte dans ce sens, du moins depuis le début des opérations d’identification en cours. Donc nous ne pouvons rien si la communauté de dénonce pas les coupables avec des preuves matériels », confie un superviseur de terrain de l’ONG Concern WorldWide qui a requis l’anonymat.
Pourtant, selon plusieurs sources recoupées, samedi 12 novembre, des habitants ont interceptés un agent dont nous faisons taire le nom entrain de monnayer cette opération dans les installations d’une Eglise à Mbau/ Linzo, c’est une agglomération située non loin au Sud de la commune d’Oicha. Lui et son équipe de terrain, ont été obligés de suspendre l’enregistrement avant d’être interpelé par la hiérarchie de cette organisation à Goma confirment plusieurs indiscrétions.

« Les chefs de base, c’est-à-dire ceux qui guident ces journaliers dans les ménages de déplacés sont aussi accusés dans cette pratique. Pour ceux-là, nous avons aussi des cas déjà documentés. Nous sommes en train d’envisager comment nous pouvons démanteler ce réseau », prévient Darius Syaghira.
Par cette pratique, l’image des dirigeants de la commune rurale d’Oicha est écorchée à travers la complicité de certains chefs de base. Visiblement conscient, le bourgmestre de cette municipalité Kambale Kikuku Nicolas, d’un ton très ferme, met en garde quiconque parmi ses chefs de base sera intercepté.
« Celui qui se laissera attraper, en tout cas il va subir la rigueur de la loi. Nous on ne va protéger personne, on va seulement le faire arrêter et le corriger », prévient-il.
Par ailleurs, la société civile appelle la population à la prudence et à la dénonciation de tout cas de magouille. Les accusés doivent être dénoncés auprès de services compétentes afin qu’ils répondent de leurs actes, souhaite Darius Syaghira qui rappelle que toute aide humanitaire est gratuite.
La cité d’Oicha stratégique pour OCHA
La commune rurale d’Oicha, importante entité du secteur de Beni-Mbau, bénéficie d’une attention particulière du bureau de la Coordination des affaires humanitaires des Nations unies (OCHA). Située au carrefour entre la chefferie des Watalinga et le secteur de Beni Mbau d’une part et du territoire d’Iruma et Mambasa en Ituri de l’autre, Oicha accueille plusieurs déplacés internes venus de tous ces coins de Beni-Ituri. Il compte en lui seul plus de 5 sites de déplacés internes aménagés par différentes organisations humanitaires. Ces personnes estimées à des milliers de familles fuient les atrocités de rebelles ougandais des forces démocratiques et alliés (ADF), auteurs de massacres de plusieurs civils, d’enlèvements et d’incendies des villages dans plusieurs secteurs de Beni et Ituri.
Depuis 2018, l’ONG Oxfam a mis en place un comité de coordination des actions humanitaires dont la mission principale est la formation d’acteurs locaux capables d’organiser les assistances de première urgence en cas de besoin sans nécessairement attendre les Agences Internationales d’aide humanitaire.
