Soucieux du développement de la chefferie de Bahunde au Nord-Kivu à l’Est de la République Démocratique du Congo, l’Honorable Mwami KALINDA, s’est lancé dans une bataille depuis 2018 en élaborant un Plan Local de développement. Aujourd’hui, sur une trentaine de projets et actions de développement contenus dans ce document, 19 viennent d’être réalisés dans un intervalle d’environ trois ans. Cette liste a été révélée le samedi 21 Août 2021 à Bweremana lors de l’inauguration du bureau et du gîte d’Etat de cette chefferie.
Cette cérémonie a été couplée avec la commémoration du 42ème anniversaire de repos pour l’éternité de feu Mwami André KALINDA MITEETSO. Ce dernier est le tout premier Chef de cette chefferie créée en 1933 et le 12ème Mwami de l’espace Hunde. C’est pour vouloir immortaliser ce Grand Patriarche que le Mwami Nicolas KALINDA KIBANCHA a choisi ce moment pour illustrer sa lutte dans la recherche de la cohésion sociale, la paix et le développement des populations locales de cette partie de la Province du Nord-Kivu ;Un rappel au rapprochement entre autorités et populations locales sur lequel est revenu le Colonel Administrateur Militaire du Territoire de Masisi lors de la coupure du ruban symbolique devant les populations locales venues pour la circonstance.
Coopté depuis 2019 comme député provincial du Nord-Kivu, cet actuel Chef de la chefferie des Bahunde a souligné comme sources de financement de ces actions : les impôts, taxes, droits locaux, redevances minières et d’autres moyens reconnus par la loi en vigueur en RDC. Une occasion pour le numéro 1 de cette Entité Territoriale Décentralisée de remercier sa population son civisme fiscal.
C’est dans cet esprit de redevabilité que ce Grand Chef Coutumier a présenté, dans son Speech, la liste des actions et projets de développement jusqu’ici réalisés dans le cadre de la mise en œuvre du Plan Local de Développement Inclusif et Durable de son ETD. Celui-ci a été élaboré pour le quinquennat 2018-2022.
Il s’agit de :
- La construction en dur et équipement du bureau du CLPD ;
- La construction d’un bureau et d’une grande salle de réunion de la Chefferie ;
- La construction en dur et équipement du gîte d’Etat de la Chefferie des Bahunde ;
- La construction en dur et équipement des bureaux du bâtiment administratif du groupement M/Shanga ;
- La construction en dur et équipement des bureaux du bâtiment administratif du groupement M/Karuba
- La construction en dur et équipement du bâtiment et bureaux administratifs du groupement Ufamandu 1er (en cours)
- La construction du Pont Mattheus au centre de Rubaya en Groupement M/Matanda ;
- Dotation en tôles pour la réhabilitation de 22 écoles dans différents villages de la Chefferie
- La construction en dur et équipement de deux salles de classe à l’EP MITEETSO ;
- La réhabilitation et l’équipement des bureaux des services : vétérinaire, environnement, agriculture et production, développement rural…à Bweremana
- Réhabilitation et équipement du poste de santé de Malehe ;
- L’achat de deux parcelles pour deux centres de santé : CS CADUKI à Sake et CS KIONDE à Kiluku ;
- La Réhabilitation de l’adduction d’eau BUKANIKA-KIMOKA-SAKE ;
- La Construction du Centre de Santé de Murambi/Ngungu ;
- Le soutien en matériels au cotonniers volontaires pour la réparation de quelques axes sur la route Ngungu-Remeka ;
- La Réhabilitation des postes de santé de Karuba, Ngokwe, et équipement en literie aux postes de santé de Nyamubingwa et Renga
- L’Achat d’une jeep Land Cruzzer 4×4 et deux motos pour la mobilité des agents de la Chefferie vers les zones inaccessibles.
- La Prise en charge des travaux de maintenance de 60 km de routes de dessertes agropastorales et minières autour de Rubaya
- La réhabilitation du State de Football au Chef-lieu de la Chefferie (à Bweremana)
Pour le Mwami Nicolas KALINDA KIBANCHA quelques défis ont bouleversé l’économie locale, impactant ainsi sur le délai et le moyen de réalisation de différents projets. Il a cité entre autres défis : la pandémie de la Covid-19, l’insécurité, …
