Depuis mardi, le commandant de la PNC ville de Beni a été nommé, par ordonnance présidentielle, maire de ville de Goma pendant la période de l’Etat de siège. L’officier supérieur principal François Kabeya Makosa se voit ainsi récompensé du travail professionnel abattu à la tête du commissariat urbain de la police de Beni. Cet officier qui commande la police depuis décembre 2019 a su mettre en place une police professionnel et irréprochable en même de faire face aux différentes manifestations qui, depuis ce temps devenait l’unique mode de revendication des groupes de pression et mouvements citoyens.
Arrivé à Beni au lendemain des émeutes ayant occasionné l’incendie le bâtiment de la mairie de Beni et la destruction d’une base de la Monusco au quartier Masiani de la ville de Beni, le commissaire supérieur principal François Kabeya Makosa a su réformer la police et instauré un professionnalisme au sein des troupes qui en manquaient déjà depuis un bon moment.
L’autre chantier sur lequel cet officier de la police a rapidement travaillé, c’est la restauration de la confiance entre la population et les éléments de la police. Cette confiance a été totalement affecté lors de la répression des manifestations des populations qui s’indignaient de la recrudescence des tueries des civils par des rebelles ADF en ville de Beni comme dans le territoire du même nom. Signe de la rupture qu’il y avait dans la collaboration entre police et civils, des habitations de certains policiers ont été incendié par des foules en colère. Il en a été de même pour quelques sous-commissariats de la police à l’instar de celui de Macampagne.
Le maire Goma, alors commandant de la police ville de Beni a su rétablir la confiance entre les deux parties en mettant en place une police de proximité. Dans le même contexte des manifestations, il en a encadré plusieurs, et réprimer d’autres selon le mot d’ordre de l’autorité civile. Toutes fois, tout cela dans le respect de la dignité humaine. La seule fois qu’un de policiers sous ses ordres s’est écarté du principe de son commandant en tirant sur un manifestant qui est mort sur le champ, ce vaillant officier a fait de tout son mieux pour livrer cette brebis galeuse à la justice militaire qui l’a reconnu coupable et condamné quelques jours après. Avant sa nomination, celui-ci a su contenir la manifestation non stop de 3 semaines sans enregistrer une perte en vie humaine, une première depuis plus de 5 ans caractérisées par des manifestations à Beni.
Dans un contexte opérationnelle, vu que c’est quelques mois après le lancement des opérations de Grande envergure contre les ADF qu’il a pris les rênes de la police et étant donné que des troupes lui ont été envoyé, parlant ici de la légion nationale d’intervention, ce commissaire supérieur principal a su modelé tous ces éléments à son principe, ce qui leur a poussé de rendre un travail de qualité sans qu’il y ait des accusations de la population.
Cette police républicaine et professionnelle, sous la houlette de ce rigoureux commandant a su maintenu la sécurité de surface à travers la ville, préservant celle-ci de la criminalité urbaine.
C’est dans sous commandement que la police de Beni a su démanteler un nombre important des bandes armés qui insécurisaient la ville. Cela, suite aux multiples opérations de bouclage et des patrouilles régulières à travers les différents quartiers de la ville.
Le commissaire supérieur principal, François Kabeya Makosa, s’est avéré un stratège dans l’investigation, en témoignent la présentation à l’autorité civile des criminels maîtrisés la plupart après leurs opérations. Plusieurs biens réputés volés ont, à nombreuses reprises, remis à leurs propriétaires.
Pour couronner son passage à la tête de la police ville de Beni, le commandant de l’actuel maire de Goma a présenté à la presse un groupe des présumés bandits à main armée, qui ont été maîtrises avec en leur possession plaisirs biens volés, parmi les quels des motos, des appareils électroménagers et autres.
Perception de la population
En dépit de sa bravoure et sa proactivité, ce commandant a été au centre des critiques des groupes de pression et mouvements citoyens de Beni. La plupart l’accusaient de violer les droits humains. Ces mouvements qui s’illustrent par la perturbation des activités au centre-ville se trouvaient constamment face à ce vaillant commandant qui ne remplissait que sa mission, celle du maintien de l’ordre public. Comme c’est connu, un enfant désordonnée a toujours à reprocher à son parent rigoureux, c’est dans cet angle que ces critiques, qui, visiblement sont minimisables n’entachent à rien la réputation de ce vaillant officier qui a su modelé la police de Beni dans la voie du professionnalisme.
